Sub: An Appeal concerning overdue G.P.F., Arrears and Revised E.L. of my late Mother Smt.Shefalika Kundu, (Retired on 31/12/1996 from the post of Child Development Officer,I.C.D.S.Project,Barjora,Bankura,under the Deptt.of Social Welfare,Govt. of West Bengal, and Expired on 26/03/2001)

Esteemed Sir/Madam,

Most humbly I beg to draw your kind attention to the following that after my mother's demise in 2001 I have made too many correspondence with respectively, The Chief Minister,Govt.of West Bengal,Minister in Charge/Secretary,Deptt of Social Welfare,Govt.of West Bengal,Director of Social Welfare,Govt.of West Bengal concerning above besides physically visited Directorate of Social Welfare,Govt.of West Bengal on numerous occasions concerning the above L-O-N-G pending legitimate dues but all are in vein except some so-called Orders from Office of the Director,Deptt.of Social Welfare ,which even failed to activate the office which is very much under the control of the Directorate of Social Welfare viz,Office of the C.D.P.O., I.C.D.S. Project, Barjora, Bankura till this date.

The matter of G.P.F. also not handled properly, instead of issuing Certified List of Family Members of my late mother to the concerned section of Audit & Accounts General on Directorate's letterhead copy of Legal Heirship Certificate issued by the concerned Gram Panchayet was sent alongwith my mother's G.P.F. file, which resulted in instant return of the file, it is difficult to believe that the Director of

Social Welfare is not aware of such technical matters and there is enough reason to believe that the Deptt.of Social Welfare is just killing time to grab the above legitimate dues. Office of the Audit

& Accounts General, Kolkata pointed out briefly vide their letter no.Fd.-VII/Misc/8601/FP/out/136,dated 23/3/2004 , which has never been followed up, also, a reminder has been issued by the office of the Audit & Accounts General, Kolkata vide their letter no. Fd.-VII/Misc/8601/out/5,dated 10/4/2006 but no action has been taken by the Director of Social Welfare, Kolkata ,it is worth to mention that the Director of Social Welfare, Kolkata has taken no positive steps for realization of payments in respect of Directorate

of Social Welfare, Kolkata's own order nos. respectively, 4463/SWD/1PD-319/72,dated 20/12/1996, 3158/SWD/1PD-319/72,dated 22/9/1998, and 5115/SWD/PEN-105, dated 17/11/2003. it is worth to mention that all necessary documentations incl. my identification papers, photographs and copy

of legal heirship certificates, personal marks of identification, etc. have been officially received by the Directorate of Social Welfare, years ago.

Copies of all relevant papers are annexed hereto.

It may please be informed that eminent personalities like Mrs.Brinda Karat, Central Committee Member, CPIM (the ruling party in West Bengal) wrote to the concerned for early release of payments, but all these failed to evoke any response, this is in addition to the the kind intervention of respectively the hon'ble President of India and the hon'ble Governor of West Bengal,

I wonder as for what reason there is absolutely no response from the Director of Social Welfare even after these high profile interventions,it appears that the concerned Director of Social Welfare, Kolkata is enjoying this undue and inhuman harassment in settling the overdue G.P.F. and other service/retirement related dues with the family of the deceased government servant.

I would like to mention here that I am the maternal grandson of eminent freedom fighter Late Birendra Nath Bhanja of VPO Mugkalyan, Bagnan, Howrah( my late grandfather was amongst the first batch of freedom fighters those has been honoured with the Tamra Patra by the then education minister Shri Mritunjay Banerjee of Jayatiyo Congress led government of West Bengal).

Further, I may invite your kind attention that by profession I am a poor Homeopath, hence, it is quite not possible for me to seek redressal from High Court for financial difficulties, therefore, I pray your honor to kindly take up the matter with the Chief Minister of Government of West Bengal Mr.Buddhadev Bhattacharjee, and
Mr. Biswanath Choudhury,Minister of Social Welfare Department,Government of West Bengal

for the sake of justice to this mentally and emotionally tortured poor Homeopath, and for this act of kindness, I shall ever pray.

The reason of posting this appeal to internet is that some unscrupulous Directorate of Social Welfare, West Bengal Government employees are dedicated to political forces acting against the morale, policies and ethics of the present West Bengal Government (may be called undercover agents) to prove that this present government has failed to protect the interests of it's own late employees, like the present dealing clerk of my mother's file. This web hosting is just to make sure this time that these agents can't block access of my appeal to the concerned.
